I am looking into starting a recycling program in my neighborhood where I will take unwanted trucks from skaters and then take them to a recycler.
Yes, they can, but there might be a better option. Think about ways to re-use them.
You could use the wheels to make toy cars, and give them to younger kids to play with.
You could even make skateboards out of them…then give them to other less fortunate kids.

This guy , started a art work of skateboard designs simular to Mambo and raised money for Cancer Council.
Kept the kids for the street in a good play arena.

Of course but
.. .. ..
Most deep 6 + 1 skate boarders want something that they know can take the pounding of a two wheel landing and not snap off and they are
.. . ..
Kind of like road kill on a sidewalk
.. .. ..

Yes you can recycle it, If the truck cndition is decent, you may install it into another skate that would be better, but if the truck is already broken, then you have to sell it in waste steel price.

That a good idea but the skate boards should be in peices so they can reuse it for some thing else later on

I took the wheels off two half's of a scate board and fitted to a plank of wood which I've found useful for moving furniture around…

I don't quite know what a 'skate board truck' is, but now the universe is going all PLEASE RECYCLE ME, so most likely it would be.
For exact info there is google.com, wiki…, parents, friends, possibly skateboard shops, ect…
I know this isn't helpful, but I feel better for making the world better one answer at a time.
